To protect students interests and reduce the stress caused by harassment from unscrupulous dissertation/thesis guides and medical colleges who demand donations for thesis submission, the National Medical Commission (NMC) recently clarified that postgraduate medical students cannot be prevented from appearing in their exams if they have not obtained approval for their dissertation/thesis from the HoD.

Previously, submitting a thesis before appearing in the final exam was compulsory in all premier medical institutions in the country. However, thesis submission before the final exams was not mandated in the Post Graduate Medical Education Regulations, 2023 (PGMER-23) because some private and government colleges harassed students by deliberately failing them and demanding donations for thesis submission. In some instances, this pressure led to students resigning due to the toxic environment or being unable to take their final exams. Thesis approval had become a tool for blackmail in certain institutions, and in extreme cases, this even resulted in students taking their own lives. However, with the involvement of an external examiner, biases are expected to be minimized, discouraging such practices, says Dr. B Srinivas, secretary of the NMC.
